Might have been imported by someone in the Military and put to US Spec per the law. Those wheels were never offered along with the wood radio thing.

The wooden radio cover and 15-inch wheels were standard on ‘98 and early ‘99 models in the USA. Most cars that were sold in North America had the optional 16-inch wheels, so it is not very common to see the base wheels. But here’s a ‘99 on ebay with the same radio unit:

Yeah, its been a while since I’ve seen a C5 with those wheels, but I definately remember them. Audi did something similar with the C6 as well. The ‘05 and early ‘06 models had these ugly 16-inch base wheels that I hardly see anymore:
